neck too small!

The top of the website brags the need for overlap shoulders then they sell something like this. Yes I got it on sale but $$ down the drain.

Washed Once & Shrunk
[This review was collected as part of a promotion.] I wash all items on cold and tumble dry low as to not shrink any of our clothes. After washing, it was very clearly too small and wouldn't button. We compared it to a brand new one, with the tag still on in the same size, and it shrunk an inch in height and won't fit.
